2.  [ New ] House Elementary and Secondary Education Act (ESEA) 
Following several weeks of negotiations with Democrats, the House Republican bill (H.R. 1) to reauthorize the Elementary and Secondary Education Act (ESEA) has lost many components of the President’s plan that would have reformed our bureaucratic education system. The new "bipartisan" bill, which will be introduced today in the House Education and Workforce Committee, is stripped of the "Straight A’s" provision that would have given states and local schools the ability to consolidate programs and spend the money according to their own needs without attached federal regulations. The removal of "Straight A’s" from the bill takes away the heart of President Bush’s plan to restore local control of schools. The new bill has also incorporated many programs back into the bill that had been consolidated under the original H.R. 1, including the Women’s Educational Equity Act, a program that is based on the false premise that girls are receiving an unequal education in the public schools.  
ACTION: Many of the pro-family and local control components of H.R. 1 are in danger of being stripped out in committee over the next two days. Additionally, there are important amendments that must be added to improve the bill. Calls are needed today to the Education and Workforce Committee, committee members, House leadership, and the White House. Let them know that H.R. 1 is not the President’s bill without Straight A’s.  
Tell them to respond as suggested to any of the following amendments:  
- Straight A’s: Straight A’s must be added as an amendment back into H.R. 1 in order to give states and local schools flexibility in spending federal funds according to their own needs without burdensome regulations.  
- No National Test: H.R. 1 contains an important provision that prevents the National Assessment of Educational Progress (NAEP) from becoming America’s national test. Unlike the Senate ESEA bill, H.R. 1 permits states to use a test of the state’s choice or NAEP as the "confirmation test" of student progress on state assessments. Without this provision, NAEP will become the nation’s national test that will inevitably lead to a de facto national curriculum. Tell your Member of Congress to retain the alternative to NAEP and to oppose any amendments to strike this provision.  
-  Private School Choice: A few small measures are in the bill to provide parental choice options to low-income students in failing schools. The Democrats will be offering an amendment to take out any provision that would permit parents to send their children to a private school of choice. These provisions must stay in the bill in order to help children who have no option of leaving failing public schools.  
-  Hate Crimes: Currently, H.R. 1 does not include "hate crime" prevention programs or language under Title V: Safe Schools for the 21st Century. Any amendments to add "hate crime" provisions must be rejected to stop federal funding of activities and programs that support a pro-homosexual agenda.  Program Consolidation: ESEA currently authorizes more than 60 federal education programs. Approximately 700 other education-related programs are funded through other legislation and federal departments. Each of these programs are narrow in focus and impose burdensome regulations on state and local education agencies. Local schools must be freed to spend money according to their own needs, rather than forced to follow the agenda of politicians and bureaucrats in Washington, D.C.

3.  Urgent for Marylanders - Help Stop State-Sponsored Homosexuality [Posted 4/29/01]

4.  Unborn Victims of Violence Act. - The House voted in favor of the Unborn Victims of Violence Act (H.R. 503).  This bill creates a separate federal offense for the death or injury of an unborn child that results from a third party assailant's attack on the child's mother in violation of a crime that is already part of the U.S. code.   Maryland Representatives Bartlett, Ehrlich, and Gilchrest voted in favor of the bill.  As would be expected, Representatives Morella, Wynn, Hoyer, Cardin, and Cummings voted against the bill.

5.  4 year old child abducted at Sam's Club Sam's Wholesale Club in Omaha, Nebraska...from a witness........." Wanted to share something that happened today while shopping at Sam's Club. A mother was leaning over looking for meat and turned around to find her 4 yr. old daughter was missing. I was standing there right beside her, and she was calling her daughter.  With no luck. I asked a man who worked at Sam's to announce it over the loud speaker for Katie. He did, and let me say he immediately walked right past me when I asked and went to a pole where there was a phone. He made an announcement for all the doors and gates to be locked, a code something. So they locked all the doors at once. This took all of 3 minutes after I asked the guy to do this. They found the little girl 5 minutes later in a bathroom stall. Her head was half shaved, and she was dressed in her underwear with a bag of clothes, a razor, and wig sitting on the floor beside her to make her look different. Whoever this person was, took the little girl, brought her into the bathroom, shaved half her head, and undressed her in a matter of less than 10 minutes.  It only took a few minutes to do all of that-another 5 minutes and she would have been out the door.  The days are over when our little ones could run rampant all over the place and nothing worse would happen then them annoying people. The little girl is fine. Thank God for fast workers who didn't take any chances."  
We live in a sick society.  Were not for the quick and effective response of the employees if Magee Sam's Club #6413, who knows what would have happened to this small girl!

6.  Pro-Homosexual Activist Appointments in the Bush Administration  - A drastic new trend in the Bush Administration must be stopped cold!  Beginning with the appointment of Paul Cellucci as ambassador to Canada.  The Bush Administration is showing a disturbing tendency to "conciliate"  homosexual groups by appointing homosexuals or their supporters to key positions.
The latest two of these are:
1) The appointment of known homosexual activist Stephen E. Herbits to screen applicants for positions in the Defense Department. In a 1993 book review in the New York Times, Mr. Herbits lauds the author's conclusion that "barriers to open gay and lesbian service in the military will come down." Ironically, Mr. Herbits in the 2000 election cycle gave $2000 to the Democratic National Committee!
2) The appointment of "mainstream Republican" homosexual Scott Evertz as Director of the White House Office of National AIDS policy. Evertz is president of the Wisconsin chapter of the Log Cabin Republicans, a homosexual Republican group. He has a long working relationship with former Wisconsin governor Tommy Thompson, who is now Health and Human Services Secretary. Evertz has openly advocated more tax money to buy drugs for those with AIDS. He has endorsed "needle exchange" as an effective strategy to prevent the spread of AIDS. He has also endorsed "safe sex" education in schools that promotes the use of condoms even though he professes to be Roman Catholic.
Pro-traditional family spokesmen like James Dobson, Michael Schwartz of Concerned Women for America, and Rev. Lou Sheldon of Traditional Values Coalition have already expressed disappointment and alarm at these appointments. It is imperative that we get through to President Bush that such appointments make him look totally hypocritical AND risk alienating his conservative base of support. Only if we can flood him with a massive response on this issue can we prevent further such disastrous appointments.

7.  Federally Funded Research on Human Embryos - Federal law clearly bans using federal funds for research on human embryos. We fought hard for this victory to protect the unborn! But the former administration discovered a loophole around the existing law and now the National Institutes of Health is accepting applications to distribute federal funds for human embryo stem cell research.  This is nothing short of high tech cannibalism of embryonic human beings. Ample alternative are available so that we as a nation should never have to resort to using helpless human beings for spare parts.  President Bush has gone on record stating his opposition to such research, but pressure is mounting from all sides to push him to accept the loophole!
Action - The CENTER FOR RECLAIMING AMERICA is launching this petition drive to keep our tax dollars from being used to fund research on human embryos -- human life in its most vulnerable stage!  We have already gathered 43,000 petitions. But we must urge President Bush to uphold his stand for life by sending him an additional 50,000 petitions in the next 21 days, and we need your help. 8.  Keep the 10 Commandments Up! - Urge our national leaders

9.  Great Idea to Stop Abortion... Period! - Senator Bob Smith is one of the most outspoken proponents for life in the Senate.  He has helped found the National Pro-Life Alliance with, what appears to be, a very effective approach in mind for overturning Roe v. Wade....a Life at Conception Act for Bush's signature.  In Roe V. Wade, the Supreme Court admitted that it could not define when life began.  It further acknowledged that once the personhood of an unborn baby is established, the "right" to an abortion "collapses, for the fetus' right to life is then guaranteed specifically by the [14th] Amendment."  This Act would define conception as the point at which human life begins.   It is undebatable!   He needs to advertise to rally support for this bill.

10. Boycott the businesses that fuel the homosexual agenda

11.  Teachers...Stop subsidizing the liberal political activites and power base of the National Education Association (NEA) and American Federation of Teachers (AFT) with you names and dues.   (see news articles CEAINEA Resolutions , and NEA Articles)

Teachers, transfer membership from NEA/AFT to CEAI (Organization homepage).  Readers, make Christian teachers aware of this option.

12. Support the Straight life  - Woodbury High School, Woodbury, MN - 16 year old Elliott Chambers was banned by a homosexual supportive high school principal from wearing his "Straight Pride" sweatshirt because it offended some homosexual students.  With the help of the AFA Center for Law and policy, he has sued the school.  
ACTION: 
Pray for success in Elliott's battle to make a positive statement about traditional relationships to his peers.  To show your support for this brave young man please contact Woodbury High School to let them know you are standing with him.

13.  Election Time - In election cycle terms, the next election is right around the corner.  In case you missed it, so much of our letter writing and calls on given issues fall on deaf ears.  Tigers don't change their stripes and politicians don't readily switch principles.  We need to get our family friendly candidates into office.  
Action:  If you haven't already, start identifying family values candidates for office, particularly school board where most politicians cut their teeth,  and begin circulating their names among your communities. [Posted 4/08/01]

- Thanks in part to your efforts, the ACLJ terminated the petition drive to end partial birth abortion with 313,653 signatures.  This goes a long way in convincing politicians that the public wants to see this procedure banned.

Sample Letter to President GW Bush.

Dear Mr. President,

It has come to my attention that you have:

1. appointed an openly gay individual to head your HIV task force;

2. appointed former Governor Cellucci, an aggressive homosexual advocate who pushed homosexual acceptance upon school children, as ambassador to Canada; and

3. allowed Secretary of Defense Rumsfield to appoint a homosexual sympathizer as the gate keeper for the filling of high level DoD positions.

I should not need to bring it to your attention that the "homosexual lifestyle" is not genetic or ethnic. It is a behavior resulting from arrested sexual psychological development. The "homosexual lifestyle" is a manifestation of SAD, Same-sex Attachment Disorder. These "homosexuals" are like moths drawn to fire and they need psychological help, not affirmation. (Don't rely on the APA to provide "expert" advice; they now consider pedophilia a psychological disorder only when the subject feels guilty about the activity).

Many former homosexuals, following treatment, have successfully left the "homosexual lifestyle" and gone on to live perfectly happy heterosexual lives.

To affirm their behavior, as you are doing, is detrimental, not only the country, but to homosexuals as well. It is no different than how this country enslaved a group of people to welfare by institutionalizing it.

Is your administration also to affirm other forms of unconventional behavior when those who engage in the behavior initially assert that their behavior too is genetic, with absolutely no proof to support such an assertion?

Responsible leaders do not provide cocaine to a coke addict and they don't affirm the behavior of homosexuals. Homosexual activity is immoral, unhealthful, and Biblically abominable (Romans Chapter 1). For the current sake of this country, its health (physical and psychological), and for the future cultural environment of our children, please stop granting powerful appointments to openly homosexual activists who have been working diligently to overthrow the traditional views of Western Civilization regarding human sexuality, marriage and family.

1.  Urgent - Help Stop State-Sponsored Homosexuality - Two weeks ago, Governor Parris Glendening signed a Gay Rights bill, insidiously labeled the 2001 Anti-discrimination bill.  It makes it illegal for landlords or employers to take action against an individual because of their homosexual behavior or their profession to engage in homosexual behavior.  This bill legitimizes homosexual behavior and, without forcing a vote of the General Assembly, nullifies Maryland's sodomy laws.  The grass roots organizations of Maryland, the MDFVA being among them, have decided to get the required number of petition signatures to force this bill to referendum and place the approval/disapproval of this legislation to referendum.  46,000 signatures are needed by 30 June, 16,000 no later than 31 May.  With your involvement, we can get this referendum on the ballot and begin taking back Maryland!

Action:
  Ask your pastors/priests/rabbis to conduct a petition drive at your place of worship....this is not a political activity..no candidates...just issues....this is defense of morality.  If your pastor/priest/rabbi is not willing to stand up and be counted as one against the spiritual onslaught of homosexuality, they are no shepherd and should not be in a position of spiritual leadership. 
Action:  Execute the principle of 5.   Download a copy of the petition.  Get a minimum of 5 to sign the petition and convince them to get 5 to sign their petition and so on.  After just 5 iterations you, have in essence, been responsible for obtaining  3,125 signatures.

Action:  Send MDFVA names of local family friendly leaders as candidates for school board, County Commissioners, Count Council, Delegate, and Senators.  We need to start now to win this state back in 2002, and with truth, prayer, and all of us pulling together, we can do it!
